About.We are the community of Burlington, Iowa. Together, as a community we are charting a path toward sustainable redevelopment of brownfields and our downtown district. To date our partners have included Downtown Partners, Inc., the Greater Burlington Partnership, Southeast Iowa Regional Planning Commission, the U.S. Environmental Protection Agency, Iowa Department of Natural Resources, and countless community members. Collectively these partners are known as the Brownfield Redevelopment Sponsor Group. Brownfields Public Law 107-118 (H.R. 2869)"Small Business Liability Relief and Brownfields Revitalization Act" (i.e., Brownfields Law) defines a "Brownfield Site" to mean:
"...real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant." |
Our GoalThe goal of brownfields redevelopment is to put land back into safe and productive use in a manner that increases a community’s property tax base, employment base, and overall quality of life.

Planning and Developing a Growing, Vibrant BurlingtonThe Brownfield Target Area was identified through the technical assistance provided by EPA region 7 in July of 2014, mainly because its mixture of older centrally located structures seemed to define itself. This main core area includes nearly all the older and historic commercial, warehousing, and manufacturing buildings within the community and once outside of these boundaries, the surrounding neighborhoods are nearly all historical single family residential properties. The area now forms a special taxing district and a local group, Downtown Partners, Inc. uses these boundaries as their primary focus area in their efforts to improve downtown Burlington. Many of the city’s other incentives, including the Downtown TIF District, Enterprise Zone, Historic Districts, and Downtown Residential Tax Abatement all cover the same boundaries.
